2013 Utah Legislature 

Six Bicycle Related Bills Passed in the 2013 Session

SB 104 - Vulnerable Users of Highways - tightens up Utah's three-foot law and will provide law enforcement with better tools to protect defined vulnerable road users; bicyclists, pedestrians, and emergency highway works.

HB 299 - Bicycle Modifications - provides that equipping the operator of a bicycle, rather than the bicycle with lights and reflective material meets requirements, also clarifies what electric bikes are considered bicycles and added that 3 & 4 wheeled bicycles are also considered bicycles under the traffic code.

HB 294 - Bicycles on Streets - amends provisions relating to overtaking and passing bicycles and mopeds on the highway.

HB 297 - Bicycle and Moped Amendments - amends provisions relating to overtaking and passing bicycles or mopeds on highways.

HB 324 - Passing on Right Amendments - amends provisions relating to passing a vehicle on the right.

HB 316 - Traffic Amendments - Un-responsive signals, and clarification on 'reasonable police powers to regulate bikes'
